MOOCs offered on Swayam will be accepted for credit mobility in colleges: MHRD - education

Massive Open Online Courses (MOOCs) offered by Swayam, an online portal by MHRD, will now be accepted for credit mobility in colleges as per the UGC guidelines. Union HRD Minister Dr Ramesh Pokhriyal wrote this on the microblogging site twitter on Thursday.

The HRD minister also shared the list of courses approved and ready to be offered in July 2020 semester. The minister also attached a letter written by the UGC to vice-chancellors of all Universities and principals of all colleges urging them to adopt and approve these courses for credit transfer.

“It is earnestly hoped that universities and colleges will come forward in large numbers to adopt SWAYAM courses for credit transfer and encourage more and more students to enroll in these courses to ensure uninterrupted teaching-learning for students,” reads the UGC letter.

As per the letter, the commission has also asked teachers from universities and colleges to express interest in developing non-technical undergraduate and postgraduate level courses for the platform.

The Swayam exams for both undergraduate and postgraduate courses for the July semester to be conducted by the National Testing Agency are scheduled for November 14 and 15, 2020. The universities and institutions have been asked to consider these dates while fixing their examination dates to avoid any clash of the dates.

Big surge in Chinese transgressions, most of them in Ladakh

Written by Sushant Singh

Officials contend that the transgressions occur because both the militaries try to patrol the area up to their respective perceptions of the LAC. But these officials also agree that the high numbers indicate that Chinese soldiers are coming to the Indian side more often.

As tensions run high in eastern Ladakh, official data show there has been a marked increase in the number of Chinese transgressions into the Indian side of the Line of Actual Control (LAC) in Ladakh.

The first four months of this year, according to official data, witnessed 170 Chinese transgressions across the LAC, including 130 in Ladakh. There were only 110 such transgressions in Ladakh during the same period in 2019.

But in 2019, the year when Prime Minister Narendra Modi and Chinese President Xi Jinping met at Bishkek and Mahabalipuram, there was also a 75 per cent surge in Chinese transgressions in Ladakh — 497 as against 284 transgressions in 2018.

Nearly three-quarters of the transgressions, data since 2015 show, have taken place in the western sector of the LAC, which falls in Ladakh. The eastern sector, which falls in Arunachal Pradesh and Sikkim, witnessed almost one-fifth of the Chinese transgressions.

The highest number of aerial transgressions by China, according to official data, also took place in 2019 — there were 108 instances, up from 78 in 2018 and 47 in 2017.

Unlike transgressions on the ground which took place in the western sector, the majority of aerial transgressions were recorded in the eastern sector — 64 of 108 in 2019, and 42 of 78 in 2018.

Overall, there were 663 recorded Chinese transgressions in 2019, up from 404 in 2018. This included a 75 per cent spike in the western sector and a 55 per cent rise in the eastern sector.

According to officials, a Chinese transgression across the border is recorded once the Indian border force in an area — either the Army or ITBP — are “reasonably certain” that Chinese soldiers crossed over to the Indian side of the LAC.

A Chinese transgression — in air, land or the waters of Pangong Tso — is recorded if it is visually observed by border posts, through use of surveillance equipment, in faceoffs by patrols, indicated reliably by locals, or based on evidence left by the Chinese in the form of wrappers, biscuit packets etc. to show their presence in an unmanned area.

In 2017, the year of the Doklam standoff, there was another spike in Chinese transgressions — 473 from 296 in 2016, a surge of 60 per cent. One-fourth of the transgressions in 2017 took place in the eastern sector, rising to 119 from 71 in 2016.

Modi and Xi met at the BRICS summit in Xiamen in September 2017, immediately after the disengagement at Doklam.

When they met again at Wuhan in April 2018 for their first informal summit, the two leaders “issued strategic guidance to their respective militaries to strengthen communication in order to build trust and mutual understanding and enhance predictability and effectiveness in the management of border affairs”.

They also “directed their militaries to earnestly implement various confidence building measures agreed upon between the two sides, including the principle of mutual and equal security, and strengthen existing institutional arrangements and information sharing mechanisms to prevent incidents in border regions”.

Officials contend that the transgressions occur because both the militaries try to patrol the area up to their respective perceptions of the LAC. But these officials also agree that the high numbers indicate that Chinese soldiers are coming to the Indian side more often.

Gurgaon relaxes guidelines for RWAs: Entry of visitors, outdoor walks allowed

Written by Sakshi Dayal

On domestic helps, RWAs overrule Delhi government order “It is strongly advised that their thermal screening be done at the gate and PPEs, like masks and gloves, be provided to them by the RWA. Furthermore, it is preferable that full-time maids be employed, with one maid-one house system in place to avoid unnecessary movement of persons,” state the guidelines.

Entry to visitors and “all personnel”, including domestic helps; relaxations in walks for residents and pets — these are some of the major changes made in the fresh guidelines for RWAs issued by the Gurgaon district administration for Lockdown 4.0 on Thursday. Use of Aarogya Setu app, meanwhile, continues to be mandatory.

According to the old guidelines, while entry of “non-essential visitors”, including “family/non-family visitors/trainers/urbanclap, etc” had been advised to be “limited” , the fresh guidelines allow “entry to the complex for all visitors (family/non-family/visitors/trainers, etc.)” other than in containment zones. The guidelines, however, say “they are subject to social distancing protocols”.

The relaxation on entry of outsiders is also reflected in the guidelines given regarding perimeter control. While the earlier guidelines had stated that “strict measures” were to be put in place “to ensure controlled movement of population in and out of the colony”, the new guidelines state only that “adequate security” must be deployed “to check for vehicle/people/labour movement with thermal screening and checking of asymptomatic persons”.

Regarding staff, “entry of all personnel, including domestic help, is permitted” to the “discretion of the residents”.

“However, it is strongly advised that their thermal screening be done at the gate and PPEs, like masks and gloves, be provided to them by the RWA. Furthermore, it is preferable that full-time maids be employed, with one maid-one house system in place to avoid unnecessary movement of persons,” state the guidelines.

Deliveries from e-commerce websites continue to be permitted only at building lobbies.

A day after cyclone Amphan wreaked havoc, residents of Kolkata woke up to scenes of the destruction Thursday. Over 5,000 trees, hundreds of lamp posts and traffic signals were uprooted. Due to heavy rain, several areas were inundated and there was no power supply in some areas.

At the Netaji Subhas Chandra Bose International airport, two hangars and a small private aircraft have been damaged. A portion of the airport was inundated.

“Two unused dilapidated hangars collapsed. The airport became operational from noon. We will be operating cargo, evacuation and emergency flights. People engaged in maintenance work are working round the clock to repair the damage,” a senior airport official told The Indian Express.

According to Kolkata Municipal Corporation (KMC), over 5,000 trees were uprooted across the city and hundreds of lamp posts damaged. The uprooted trees blocked several arterial roads.

“Over 5,000 trees were uprooted and several houses have collapsed. The city has never witnessed a bigger disaster,” said Firhad Hakim, state Urban Development Minister and chairman of the KMC board of administrators.

Meanwhile, operations have resumed at both docks of Kolkata Port. A statement by Kolkata Port Trust said, “Operations resumed at Kolkata Dock System at 10 am, one ship departure took place at 12.30.
