Bihar 94000 Primary Teachers Recruitment: Apply from June 15, revised schedule for DElEd candidates out - education


Following the validity granted to the D.El.Ed (open distance learning) programme through the National Institute of Open Schooling (NIOS) by the National Council for Teacher Education (NCTE) in keeping with the Patna High Court order, Bihar government has issued directive to give such candidates a chance to apply for the post of primary teachers.

The department of education on Monday issued a notification to this effect. The candidates having successfully completed the 18-month D.El.Ed programme and cleared teachers’ eligibity test (TET) or central teachers’ eligibity test (CTET) can now apply from June 15 to July 14, 2020.

The first merit list will be published by July 23 and the recruitment process completed by August 31 upon verification of documents.

Bihar government had last year in August issued advertisement for the recruitment of 94000 elementary teachers in the state and the process had reached an advance stage, but the primary education directorate letter denying eligibility to candidates having 18-month D.El.Ed programme citing NCTE norms was challenged in the HC.

In 2019, the NCTE had stated that the 18-month D.El.Ed) course from NIOS was meant only for the in-service teachers and it could not be extended for future appointments in keeping with its regulations that mandate two-year course.

In light of the NCTE stand, the directorate had clearly stated “that certificates of the teachers/candidates working in government/ govt-aided / private unaided schools, who have completed D.El.Ed. training through NIOS during their service, will not be valid/ considered for selection of primary teachers in the government of Bihar”.

In January, the HC bench of Justice Prabhat Kumar Jha, however, ruled in favour of the candidates, setting aside the directorate’s letter in January this year, terming it “illegal, unsustainable and violative of Article 14 of the Constitution”.

“The NCTE recognized one-time the course in D.El.Ed. conducted by NIOS. The relaxation of some period was only granted to the in-service teachers who had not obtained the required degree training course such as B.Ed./D.El.Ed. which is made minimum requisite qualification for appointment on the post of teachers in elementary and primary schools, but it is nowhere mentioned that the said course cannot be treated at par with the two years training course,” the court had observed.

It directed the state government to give the petitioners one-month time to apply. Later, additional chief secretary, department of education, RK Mahajan wrote to the NCTE for its response. NCTE replied that it would abide by the HC order.

Nearly three-lakh teachers were enrolled with the abridged 18-month DLEd programme of NIOS. It is not known as to how many of them also possess TET/CTET qualification.

Assam Police Recruitment 2020: 451 constable vacancies notified, check details - education


State Level Police Recruitment Board (SLPRB), Assam Police has released an official notification for the recruitment of Constable/Guardsman (Grade III) under Directorate of Civil Defence and Home Guards.

The online registration process will begin from Wednesday on June 10, 2020. Interested and eligible candidates can apply for the posts online at slrbpassam.in on or before June 30, 2020. However, candidates will not have to pay any application fee for the registration.

The recruitment drive is being conducted to fill 451 vacancies of constables. Out of which, 316 vacancies are for male, and 135 for female candidates.

Candidates should be between 18 to 36 years old as on January 1, 2020.

Educational qualification:

i) H.S.L.C or Class X passed from a recognized Board or Council.

ii) Other Qualification: Home Guards Training Certificate or NCC ‘A’ Certificate

Aligarh Muslim University to conduct online open book exams for final semester - education


The Aligarh Muslim University (AMU) has decided to conduct online open book exams for all final semester papers of undergraduate and postgraduate courses, according to a spokesman of the university.  However, a section of the teaching staff has voiced concern over the idea of online exams, contending that the method is “discriminatory and flawed”.

The AMU’s decision follows the Delhi University’s move to hold open book exams.

An AMU spokesman said, “Final semester examinations for UG and PG classes will be held after July 10 and the schedule will be announced shortly. It has also been decided that those papers of the first semester which had not been held earlier will also be conducted through the same manner between July 5 and 10”.

Following the decision, a section of teachers have written a letter to the Vice Chancellor.

In the letter, teachers’ elected representative to the university’s executive committee, Prof Aftab Alam, said the decision to hold online exams violates the statutes of the institution and any decision to hold online exams has to be preceded by certain mandated procedures.  The letter points out that all students may not have proper access to Internet facilities in the present scenario.

Meanwhile, all university offices, which reopened on Monday, reported full attendance. Employees, who are senior citizens or those who reside in coronavirus containment areas, have been exempted from attending office.

HPBOSE 10th Result 2020: HP Board 10th Result expected to be declared today at 4 pm - education


HPBOSE 10th Result 2020: Himachal Pradesh Board of School Education (HPBOSE) will likely declare the result of Class 10 board examinations on Tuesday, June 9. The Himachal Pradesh Class 10 board exams were held in March this year.

Students who have appeared in the HPBOSE Class 10 board exams, can check their results on the official website of HPBOSE at hpbose.org.

As per the latest report, the result may be announced at 4pm today. However, it may also get delayed.

This year 1.5 lakh students have appeared for the examination. The Class 10 Board examination were held from March 5 to March 19, 2020 across 2,227 exam centres across the state.

The evaluation process was delayed due to lockdown in the wake of the Covid-19 pandemic. Answer sheets were evaluated by the teacher at their homes. This year, the board will also award grace marks in Sanskrit and Urdu subjects.

Last year, out of total of 1.11 lakh students more than 67 thousand passed the Class 10 exams.

UP teacher’s documents used in 9 schools, payment of Rs 12.24 lakh made in six districts - education


The Uttar Pradesh government on Tuesday said that a probe into a school teacher, who is alleged to have worked simultaneously in 25 schools and earned over Rs 1 crore as salary in 13 months, found that her documents were used in nine schools and a payment of Rs 12.24 lakh was made in six districts. “From the probe is has come to light that documents of Anamika Shukla, a teacher, posted in Badaut (in Baghpat) was used in 8 other (total 9) Kasturba Gandhi Balika Vidyalaya (KGBV) schools. A total payment of Rs 12.24 lakh was made to them in six districts and the detailed probe is on,” Basic Education Minister Satish Dwivedi told reporters here.

Besides Baghapat, documents of Shukla were used in KGBV in Varanasi, Kasganj, Amethi, Aligarh, Raebareli, Allahabad, Saharanpur, Amedkar Nagar, he said.

“In many other places also the same document were used but in some schools the candidate did not join or absent at many places,” the minister said. In Kasganj, Etah a teacher who got the job with the same name was arrested when she came to resign, the minister said adding that original Anamika Shukla is still untraceable.

He said that a probe had started in March immediately after the matter came to the knowledge but due to lockdown schools were closed and mobiles were switched off due to which it could not take pace.

“We have Prerna digital framework on which all teachers have to give their details. A verification drive is on for over 5,000 teachers in all 846 KGBV, who have been asked to use their Aadhaar for the purpose,” he said.

The digital framework issues an alert when people with same details are found in other districts, he said, adding this matter came to light due to this system only.

There were media reports that claimed Shukla worked in 25 schools and drew a total salary of over Rs 1 crore in 13 months. There are allegations that she worked as a science teacher in Kasturba Gandhi Balika Vidyalaya in Ambedkar Nagar, Baghpat, Aligarh, Saharanpur, Prayagraj and other places. KGBV teachers are appointed on contract and get Rs 30,000 pay and the recruitment is done at district level.

The minister said that 1701 teachers, who got jobs on fake documents were identified and sacked in the BJP regime and in future too they will get taken care of if they are involved in such acts.

Fake results out for Bihar Assembly recruitment, police probe - education


Even before the Bihar Legislative Assembly could come out with the results for recruitment to the posts of office attendants and other positions, it was stumped Tuesday by the publication of results, duly pasted on gate number six of the campus, which, of course, turned out to be fake.

The list not only had the names of ‘successful’ candidates, but also their roll numbers.

The Vidhan Sabha secretariat immediately reported the matter to the police and an FIR lodged on the orders of Speaker Vijay Kumar Choudhary with the Secretariat police station.

“It appears to be the handiwork of some organized gang, though the involvement of some aspirants also cannot be ruled out. It was noticed when some people saw it and mistook it as original results. The police will track those behind it and strong action would be taken against the unscrupulous elements,” said an official statement from the Vidhan Sabha.

In April last year, the Vidhan Sabha secretariat had lodged an FIR with the Secretariat police station for an investigation into the matter involving issue of fake appointment letters. The matter had come to light after a candidate approached the Assembly secretariat for joining as junior clerk with her appointment letter, which turned out to be fake.

The fake letter, issued in the name of Bihar Vidhan Sabha secretary, had also mentioned that the candidate was required to submit Rs 38,500 for training, while there was no such provision.

The Bihar Assembly secretariat had advertised for large-scale recruitment at various levels for the first time in 2018 after a long gap. Bulk of the appointments was to be made directly through the newly formed Bihar Vidhan Sabha (recruitment and service conditions) rules, 2018, while 27 senior level posts were to be appointed through the Bihar Public Service Commission (BPSC).

The response to the advertisement on the online portal was also huge, the maximum response coming for class 3 and 4 posts. According to a senior official, the number went past 5 lakh for around 166 posts, including watchman, sweeper, gardener, driver, office attendant etc.
